Schemes
The Elite Training Programmes
This is a two-tier programme, which offers ‘Elite
Athletes’ and ‘Aspirant Elites’ athletes
the following package:-
- The provision at no cost of professional coaching
through specially appointed specialist coaches approved
by the respective National Associations and the M.O.C.
- The provision of grants for international participation
in approved competitions; under the Elite scheme up
to Lm220 per trip, maximum 3 trips; under the Aspirant
Elite scheme Lm220 per trip, maximum 2 trips.
- In 2002, training bursary of up to Lm70 per month
under the Elite scheme and Lm35 per month under the
Aspirant Elite scheme, with performance related bonus
of Lm200 for establishing a new National Record or
a similar milestone. Technical performance related
bonus during May 2003 before the GSSE 2003. In 2003
the bursary will be Lm100 and Lm 50 respectively.
- Use of international sparring partners of high-level
performance to improve one’s standard.
- Use of the Functional Diagnostic Lab/Clinic inclusive
of all the peripheric services attached to the Clinic.
- Participation in 2 Training Camps for the elite
athletes and for the aspirant elite athletes.
- Free use of the gym/weights at the Tal-Qroqq Pool
Facility.
- Full and free use of our medical services (injury
diagnosis and management treatment, rehab, and consultant
scheme) for all.
- Use of the medical equipe at CONI in Rome for further
investigative consultations for the elite athletes.
- Free use of the Sports Psychologist for the elite
athletes and if possible for the aspirant elite athletes.
- Free use of massage sessions for the quick and complete
recover of muscle tone after training loads.
- Free use of hydrotherapy services.
- Attractive bonuses for medal winning performance
for those medal winners in any Games organized under
the auspices of the MOC.
- Free Diet & Nutritional Consultants.
- Free supplementation programme.
- Semi pro scheme in 2003 for elite athletes.
- Supply of uniform.
Guidelines for the Selection of the Elite
Athletes
To be considered as an elite athlete of the Malta Olympic
Committee and to benefit from the schemes available
for the elite athletes, the following requisites are
necessary:
- This programme is open to athletes hailing from
individual sports only;
- The athletes must have won a medal at any major
Games organized under the auspices of the Malta Olympic
Committee;
- The athletes will have to be coached by a fully
qualified coach whose qualification is to be certified
by his/her national association/federation and approved
by the MOC;
- The athlete will have to train 2 sessions per day
with the coach as highlighted in Point 3 on at least
3 days per week and the other 3 days, 1 session per
day; unless prior agreement has been obtained from
the MOC;
- The athlete will have to participate in all the
initiatives of the association/federation and those
of the MOC as directed;
- The athlete will have to be in sport at the highest
local level of his/her discipline for at least 4 years;
- The athlete will have to undergo and pass a special
test at the Functional Diagnostic Clinic so as to
confirm his/her aptitude and classification as an
elite athlete;
- The athlete will have to respect all the norms of
conduct both on and off the field of play of a professional
athlete including those laid down in the rules/ethics
of the I.O.C.;
- The athlete will be required to show that he/she
has participated in high level international competition
for at least 4 years;
- Where applicable the athlete will have to have an
minimum aggregate of 1010 points for males, and 980
points for females, calculated on the Hungarian Table
in the last season; if an athlete scores these points
but has not won a medal at GSSE, he/she can still
be considered for inclusion;
- Every month the athlete will have to undergo special
test at the MOC Functional Diagnostic Clinic so as
to assess his/her progress; an athlete will loose
his/her status as an elite athlete if the results
do not show the desired progress.
- In the event that he/she has not won a medal at
GSSE level but has been on an MOC/IOC scholarship
scheme then he/she will be eligible for this programme.
The scheme will be monitored on a monthly basis and
once an athlete is dropped, then he/she will not be
eligible to reapply for this status for a minimum period
of 2 months.
Guidelines for the Selection of Aspirant Elite
Athletes
To be considered as an aspirant elite athlete of the
Malta Olympic Committee and to benefit from the schemes
available, the following requisites are necessary:
- This programme is open to athletes hailing from
individual sports only;
- The maximum age limit is normally 27 years however
exceptions will be considered depending on a number
of factors including the particular sport discipline;
- Having participated in at least 1 GSSE and placed
not less than 4th place at the last Games;
- The athletes will have to be coached by a fully
qualified coach whose qualification is to be certified
by the National Association/Federation and approved
by the MOC;
- The athlete will have to train daily Monday till
Saturday with the coach highlighted above;
- The athlete will have to participate in all the
initiatives of the Association/Federation and those
of the MOC as directed;
- The athlete will have to be in a sport at the highest
local level of his discipline for at least 2 years;
- The athlete will have to undergo and pass a special
test at the Functional Diagnostic Clinic so as to
confirm his aptitude and classification as an aspirant
elite athlete;
- The athlete will have to respect all the norms of
conduct both on and off the field of play of a professional
athlete including those laid down in the rules/ethics
of the I.O.C.;
- The athlete will be required to show that he/she
has participated in high-level international competition
for at least 2 years;
- Where applicable the athlete will have to have an
aggregate of minimum 950 points for males, and 920
points for females on the Hungarian Table in the last
season;
- Every month the athlete will have to undergo special
tests at the MOC Functional Diagnostic Clinic so as
to assess his/her progress; if the results do not
show the desired progress, this athlete will be dropped
from the scheme.
This scheme will be monitored on a monthly basis and
once an athlete is dropped then he/she will not be eligible
to reapply for this status for a minimum period of 2
months.
Semi Pro Scheme 2003
A group of highly selected athletes shall be invited
to train on a semi pro / full pro basis for the months
leading up to the Games, February 2003 to May 2003.
Athletes shall be selected from the pool of elite athletes
and shall be paid a stipend of Lm250 per month plus
their bursary as elite athletes of Lm100 per month.
Project 2003
This is a new scheme to develop young local talent,
it is geared for those who have already showed a true
potential in their sport and must have already acquired
very good results technically in a recognized official
competition locally or abroad. They must not be older
than 17 years of age, and must attain 840 points for
females and 870 points for males as per Hungarian tables
in athletics.
Non-Resident Elite Programme – “Be
a part of MALTA 2003”
The Malta Olympic Committee in it’s drive to
foster the participation of Maltese Nationals living
overseas offers this programme to those athletes who
have a high level of athletic performance in their sport
and who are eligible for dual citizenship under the
New Laws Governing in the Republic of Malta.
The programme includes:-
- A Training Grant (whilst training and preparing
NOT IN MALTA);
- Full cost return air ticket to Malta (economy class)
inclusive of travel insurance;
- A training grant whilst in Malta to help cover costs;
- Cost of local accommodation in Malta (unless you
will live with family in Malta);
- Free use of our medical scheme, clinic facilities,
sports psychologist, physiotherapy, massage, gym dietician
etc.
- The use of the top sport facilities that the country
has to offer including any type of professional coaching
(Local & Foreign) you might want to avail yourself
of;
- Your sportswear for during the Games will be provided
for by the Malta Olympic Committee;
- Participation in the medal winning Bonus Scheme;
- Local transport.
The Sparring Partner Concept
So as to enable our athletes to prepare in the best
possible way the MOC is offering the association the
possibility to bring over to Malta good standard athletes
to act as training sparring partners in the months leading
up to the Games.
The MOC is prepared to consider offering the following
package to those athletes to be brought over for this
purpose as proposed by the association, subject to MOC
approval of the standard of the athletes.
- Travel grant of up to Lm 200 per athlete for air
travel to Malta on return basis.
- Weekly subsistence allowance of Lm 50 per athlete
net of tax.
- Apartment for the duration of the athletes stay
in Malta.
- Massage therapy free of charge.
- Physiotherapy service free of charge.
- Functional diagnostic and biomechanical clinical
testing facility free of charge.
- Professional coaching free of charge.
- Gym and special weights room free of charge.
- Vitamin and Supplementation programme and dietary
consultation services free of charge.
